When using the Presbyterian Hymnal Does anyone know why all the songs don't produce the sheet music with
notes and lyrics?

If you are looking at the 1990 Presbyterian Hymnal, the reason is because many of the hymn texts and hymn tunes are still under copyright, and cannot be reproduced legally online.
