IRISH (Smith) is the same tune as IRISH (Dublin). I think the latter is a better designation. I'm going to merge them in that direction, but want to throw the question out, on what grounds is Smith credited with the tune? Information on Isaac Smith is scant, but the tune is well attested (without attribution) in 1749, at which point Smith would have been only 15 years old. Smith's only publication that I can find is dated 1780 by LOC info. Even if Smith claimed authorship in 1780, I would be disinclined to believe him. The majority of instances do not give him credit for it. So how did the tune end up being called irish_smith?
