Tune for "The Church has waited long"

I'm entering data into EHT1880 #184, "The Church has waited long". I see that the text authority calls GARDEN CITY the primary tune, and the only one with an instance. Page scans show several other tunes for the text, with STATE STREET perhaps most frequent, but I can't see a scan or other evidence of an instance of the text with GARDEN CITY. On somewhat convoluted searching, it appears the only occurrence is in the CCEH, and this instance is not listed among the instances at the foot of the text page. Why does it not appear there?
