Issue Tracker

What is "Issue Tracker" for, and how may I use it (if at all)? I just noticed the link and tried it and Firefox got all excited about the insecurity and lacking documentation for the link, warning me of how dangerous it might be to go there. Knowing it was a ccel.org location, I told Firefox to create an exception. The it was CCEL's turn to get excited. It refused to recognize me. Which leaves me wondering.
